PROBLEM TO BE SOLVED: To provide a vehicle control device, a vehicle, and a vehicle control method capable of accurately identifying an electric leakage region.SOLUTION: A vehicle 100 includes an electric system including power elements. The vehicle 100 includes a leakage detector 42 for detecting a reduction in an insulation resistance in the electric system; and a control device 30 exerting a control to identify a region in which the reduction in the insulation resistance occurs. The control device 30 exerts a control to lower a temperature of each of the power elements and then exerts a control to identify the region in which the insulation resistance has lowered if the leakage detector 42 detects a reduction in the insulation resistance. Preferably, the control device 30 shifts a driving mode of the vehicle 100 from a normal mode to a limp mode as control to lower the temperature of the power element. Preferably, the vehicle 100 also includes a cooling device for cooling the temperature of the power element. The control device 30 controls the cooling device to increase a cooling capability of the cooling device as control to lower the temperature of the power element.
