PROBLEM TO BE SOLVED: To provide a terminal controller which allows for acquisition of an image of a suitable resolution while reducing a load on an operator.SOLUTION: A communication unit 106 performs communication with a terminal device for imaging. A basic function unit 109 measures the communication quality of communication performed by the communication unit 106. A camera control unit 108 determines resolution of captured image data captured by the terminal device, on the basis of the communication quality measured by the basic function unit 109, and sends resolution information representing the resolution, to the terminal device.
