PROBLEM TO BE SOLVED: To provide a code generation device and a code decryption device which can control access to encrypted data held by a code symbol according to an attribute of a user.SOLUTION: A code generation device comprises: encryption key holding means which holds an encryption key unique to each user attribute indicating an attribute of a user; encryption means which encrypts encryption target data by using an encryption key of a user attribute corresponding to an attribute of the target data, and generates encrypted data for each user attribute; code symbol generation means which generates a code symbol by using the encrypted data; and output means which outputs the code symbol.
