The present invention provides a method for manufacturing a phase difference film capable of achieving excellent stretching properties and high orientation properties. This method for manufacturing a phase difference film comprises stretching a long resin film (31) in the transverse direction while conveying the resin film (31) in the longitudinal direction, and obtaining a phase difference film (30) satisfying the relationship 0.70 < Re (450)/Re (550) < 0.97, and includes a pre-heating step for heating the resin film (31) to a temperature (T1), a preliminary stretching step for stretching the resin film (31) while cooling the resin film (31) to a temperature (T2) after the pre-heating, and a main stretching step.
