PROBLEM TO BE SOLVED: To provide a device and a method for detecting surface deterioration capable of applying, even for a surface to be inspected of which the shape is not planar. SOLUTION: The device for detecting surface deterioration comprises an ultrasonic wave exciting mechanism 2 for generating at least one of ultrasonic waves or impulse waves; a receiving mechanism 3 for detecting a leaking surface waves that are excited on the surface of the surface to be inspected by waves generated by this ultrasonic exciting mechanism; and the impulse waves, where the ultrasonic wave exciting mechanism generates at least either the ultrasonic waves or the impulse waves that propagate isotropically.
