PROBLEM TO BE SOLVED: To provide an anchor, which can be placed by human power while ensuring sufficient strength developing property. SOLUTION: The anchor fixing material includes a water-curable material sealed in Heatron paper. The Heatron paper has a paper texture. The paper texture is composed of width direction and length direction, and has a transverse texture of tensile strength of 1 N/15 mm or less in the width direction and a vertical texture of 2 N/15 mm or more in the length direction. The weight of the Heatron paper is 5-100 g/m<SP>2</SP>. The water-curable material contains cement, alkali metal carbonate, water reducing agent, water-retentive material, and fine aggregate. The usage of the anchor fixing material includes using the anchor fixing material to a rock fall prevention net fixing anchor of a slope. The anchor fixing method includes dipping the anchor fixing material in water for 1.5-30 minutes, filling the anchor fixing material into a bored hole, and press-fitting an anchor to break the anchor fixing material.
