A touch panel according to an embodiment comprises a transparent electrode disposed on a substrate and sensing an input location. The transparent electrode includes a first transparent electrode unit and a second transparent electrode unit positioned on the first transparent electrode unit. The second transparent electrode unit surrounds the first transparent electrode unit. A touch panel manufacturing method according to an embodiment comprises a step of forming the transparent electrode on the substrate. The step of forming the transparent electrode includes a step of forming the first transparent electrode unit and a step of forming the second transparent electrode unit surrounding the first transparent electrode unit.
