<P>PROBLEM TO BE SOLVED: To provide a small-size developing apparatus for reducing lengthwise density deviation and performing sufficient agitation, and an image forming apparatus. <P>SOLUTION: The developing apparatus 40 includes a developing roller 43 conveying a developer, a doctor blade 44 facing the developing roller 43 and regulating the quantity of the developer on the developing roller 43, a separator 45 separating the developer from the developing roller 43, a first slant plate 421 disposed in the vicinity of the developing roller 43 to convey the developer to one side of the longitudinal direction, and a second slant plate 422 conveying the developer in the direction same as the developer conveying direction of the first slant plate 421 in the periphery of the developing roller 43.
