The present invention relates to a method for processing an image signal and an apparatus for processing an image signal. The method for processing the image signal according to an embodiment of the present invention is a processing method of a compound image signal which includes a stopped image and an encoded video. The method for processing the image signal comprises the steps of: encoding the stopped image by a first encoding method; multiplexing the encoded stopped image and the encoded video; and transmitting the multiplexed streams to the outside.
