A valve arrangement for controlling a heating or cooling fluid is provided, said valve arrangement comprising a valve housing (2) having an inlet (3) and an outlet (4), and a first valve means and a second valve means, wherein one of the valve means is a pressure regulating valve (15) and one other valve means is a flow control valve (5), and wherein the pressure regulating valve (15) comprises a valve seat (7). It is intended to enhance the comfort of a user in a room to be heated or cooled. To this end the first valve means comprises valve fixing means (14) to detachably secure said first valve means to the valve housing (2), and furthermore the pressure regulating valve (15) and the flow control valve (5) are inserted into the valve housing (2) via a common opening.
