The present invention generates a common PWM control signal to be provided to multiple balancing switches, which are connected to a control target battery, appropriate for each battery module in a PWM signal generation circuit in order to equalize multiple batteries fast. Also, by implementing a simple circuit which includes a pulse transformer having multiple secondary coils and several passive elements, the present invention distributes the PWM control signal, secures circuit insulation, and obtains a PWM driving signal appropriate for the PWM control of the multiple balancing circuits. Furthermore, a start/stop circuit which is placed at the front end of the PWM signal generation circuit sets the amount of start-up current coming in through a start resistance (Ri) connected to the module output of the control target battery and activates or locks out a relevant circuit if the set value reaches a certain value in order to minimize the standby power.
