A display panel comprises an upper substrate and a lower substrate. The upper substrate comprises: a first base substrate including a plurality of touch cells; a plurality of gate lines formed on the first base substrate and arranged on the touch cells; and sense lines included in the touch cells, which each overlap with at least two gate lines among the gate lines. The lower substrate comprises a second base substrate facing the first base substrate. Thus, touch detection rate of the display panel and a display device can be increased.
