PROBLEM TO BE SOLVED: To provide an image forming apparatus and method.SOLUTION: An image forming apparatus includes a photosensitive member, a charging member that charges the surface of the photosensitive member at a predetermined potential, an exposure member that forms an electrostatic latent image on the surface of the charged photosensitive member, and a developing member that develops a toner image on the surface of the photosensitive member on which the electrostatic latent image is formed. The developing member converts a toner in the vicinity of the photosensitive member into a cloud state by using ultrasonic vibration, and attaches the toner in a cloud state to the electrostatic latent image by a bias voltage applied between the photosensitive member and the developing member. |
