PROBLEM TO BE SOLVED: To provide a hard coat layer forming composition which allows for manufacturing products having superior abrasion resistant and antifouling surface properties at high productivity and to provide products having superior abrasion resistant and antifouling properties.SOLUTION: A hard coat layer forming composition contains; a fluorine-containing ether compound (A1) having a poly (oxyperfluoroalkylene) chain in the main chain and a hydrolyzable silyl group at least at one end of the main chain; a partial hydrolysis condensate (A2) thereof or a mixture of A1 and A2; a silane compound (B1) having no fluorine atoms and having a hydrolyzable silyl group; and a partial hydrolysis condensate (B2) thereof or a mixture of B1 and B2.
