<p>The present invention relates to a technique for controlling the power and dimming of various types of lamps such as a high-pressure discharge tube and an LED lamp used for streetlamps in a standalone type using real time clock (RTC). In addition, the power and dimming of a lamp can be controlled in a standalone type and when the lamp is re-lighted, time for protection of the lamp life after relighting of the lamp can be set, thereby protecting the lamp life. A dimming controlling ballast according to an embodiment of the present invention comprises a ballast and a power supply for LED lamp, the ballast comprising: an RTC for storing information about a predetermined flickering control time, predetermined dimming control time, and predetermined dimming control mode of a lamp; a power control unit for receiving, from the RTC, the information about the predetermined flickering control time to control the flickering of the lamp; and a dimming unit for receiving, from the RTC, the information about the predetermined dimming control time and the predetermined dimming control mode to control the dimming of the lamp.
