The present invention relates to a resin composition applying an excellent formability to steel substrates and resin-coated steel substrates which are used as panels for home appliances. According to an embodiment of the present invention specification, provided are a resin-coated steel substrate and a resin composition applied to the steel substrate. The resin-coated steel substrate comprises a resin paint film made of a resin composition comprising: a steel substrate; 100 wt% of polyester resin mixed with linear polyester resin and parted polyester resin on at least one side between the front and rear sides of the steel substrate; 5-30 wt% of melamine hardener; 5-15 wt% of quenching agent; and 5-15 wt% of dye. The resin-coated steel substrate has excellent heat-spinning property, formability, and especially press-formability and paint film contact property.
