PROBLEM TO BE SOLVED: To allow a base station to efficiently notify a terminal of control information in a radio communication system in which the base station and the terminal communicate with each other.SOLUTION: A base station comprises a second control channel generating unit for generating a second control channel different from a first control channel. The second control channel uses one or more E-CCEs associated with a prescribed E-REG. The E-REG is associated with a prescribed resource element in each of a first resource block and a second resource block. The resource element associated with the E-REG in an OFDM symbol cyclically shifts to the frequency direction with the use of a prescribed shift number as the OFDM progresses to the time direction in a prescribed number of the resource blocks in the frequency direction.
