Provided are an apparatus and a method for controlling the location of forming a casting roll pattern. The apparatus for controlling the location of forming a casting roll pattern includes a laser module (210) forming a pattern for one line by shooting a laser beam through a laser header part (213) moving in an axial direction (223) along the surface of a casting roll (221); a casting roll driving module (220) rotating the casting roll (221) in a circumferential direction (224) by the predetermined distance when the pattern for one line is completed; an image obtaining module (230) obtaining a precise image including the formed pattern; and a location control module (240) calculating a correction value for forming the pattern of the next line from the current location of the laser header part (213) on the surface of the casting roll based on the obtained precise image. Therefore, the present invention can prevent the distortion of the pattern and can further accurately control the forming location of the pattern.
