PROBLEM TO BE SOLVED: To enable even a visually handicapped person to simply and accurately perform an input operation such as a flick operation in which a touched spot of a touch panel is moved along a touch panel.SOLUTION: A fitting instrument 10 oppositely installed on a touch panel 2 of a portable terminal 1 is located on the touch panel when the fitting instrument is installed on the portable terminal, and a regulation recess part 13 is formed to regulate the movement of an input operation which moves a spot touched on the touch panel along the touch panel, thereby becoming a specific predetermined movement suitable as an operation for the touch panel.
