PROBLEM TO BE SOLVED: To reduce the load on a terminal device and another device when downloading a data file to the terminal device from another device.SOLUTION: A terminal device 10 includes: a version notification unit 21 which notifies a management device 12 of a version of a data file being used in the terminal device 10; a determination result acquisition unit 22 which acquires a determination result obtained by determining whether the version is suitable or not in the management device 12; a download unit 23 which downloads another version of the data file from another device 13 on the basis of the determination result independently of whether an instruction to download the data file is given by the management device 12 or not; and a data file updating unit 24 which receives the download instruction from the management device 12 and allows the use of another version of the data file downloaded by the download unit 23.
