PROBLEM TO BE SOLVED: To provide an efficient position information management system in which a communication device efficiently performs setting of position information.SOLUTION: A mobile communication device comprises: positioning means which calculates a position of the mobile communication device on the basis of positioning signals; position estimation means which estimates the position of the mobile communication device according to movement of the mobile communication device; transmission means which transmits the position information; and control means which executes control for transmitting the estimated position information. The position estimation means estimates the position of the mobile communication device by using the position calculated by the positioning means as a base point.
