A manufacturing device of an LED device including an EHD multi-variable pump of the present invention comprises: a storage unit which stores a fluorescent liquid in which liquid synthetic resins and fluorescent material powder are mixed; a nozzle formed on the lower side of the storage unit to discharge the fluorescent liquid; an upper electrode which is arranged to be immersed in the fluorescent liquid in order to control the potential of the fluorescent liquid; and multiple pump heads which are arranged side by side and each include an intermediate electrode. The intermediate electrode is arranged on the lower side of the nozzle and forms a penetration hole for passing the fluorescent liquid discharged from the nozzle. The manufacturing device of an LED device comprises: a work plate which includes a lower electrode arranged on the lower side of the pump heads to form a potential difference in an interval with the upper electrode of the pump head and arranges an LED chip on the upper side of the lower electrode for spreading the fluorescent liquid; a power supply device which is electrically connected to each of the lower, intermediate, and upper electrodes and generates a potential difference among the electrodes; a distance control unit in which the pump heads are installed and supported; and a control unit which controls the distance control unit and the power supply device. The distance control unit controls the distance between the pump heads.
