PROBLEM TO BE SOLVED: To provide a secret communication system that can execute secret cancellation normally.SOLUTION: A secret communication system transmits and receives data between a radio controller and a terminal device. The secret communication system includes: a secret unit for keeping the data secret by use of a hyper frame number (HFN); a transmission unit for transmitting the HFN together with the secreted data; a reception unit for receiving the HFN together with the secreted data; and a cancellation unit for cancelling secrecy of the data by use of the received HFN.
