The present invention relates to a construction structure and a construction method for outside heat-insulation and outside waterproofing capable of having sufficient performances of an insulation layer and a waterproofing layer by leveling the heights of an insulation panels so that the insulation panels installed on a base concrete having concaved or convex part are not stepped although the surface of the base concrete is uneven. Because the insulation layer is not damaged although the waterproofing is performed on the insulation layer and then the base concrete is poured when an insulation layer is installed on a slab structure. According to the present invention, the construction structure for outside heat-insulation and outside waterproofing includes: a concrete slab to be a base; an insulation panel located on the concrete slab and forming an insulation layer; and a waterproofing layer formed on the insulation panel. A pedestal is inserted into the lower parts of four edges of the insulation panel to level the heights of the insulation panels, such that the ends of the closely installed insulation panels have the same height and the upper part of the insulation layer can be flat. |
