The substitutional media system comprises a media item transmitter for transmitting a plurality of media items to a plurality of media receivers; a scheduler for scheduling sets of media items to corresponding programming slots and the plurality of media receivers. Each of plurality of media receivers are arranged to select up to one of the set of media items from each of said sets for output in the corresponding programming slot by satisfying one or more constraints associated with one or more media items allocated to at least one other programme slot.
