<p>The present invention relates to a method for forming, in a simpler manner, a metal layer having an uneven structure, and to a method for producing a light-emitting element using same to improve optical extraction efficiency. The present invention includes a step of bringing a base material that is oxidized so as to be capable of generating electrons into contact with an activation solution which contains a metal compound, an organic acid activating agent, and a complexing agent. The base material is oxidized by the organic acid activating agent so as to generate the electrons, and the metal compound is reduced by the electrons and is extracted as metal particles onto the surface of the base material to form a metal particle layer.</p> |
