PROBLEM TO BE SOLVED: To provide a device for producing reduced iron from a carbon-containing agglomerated ore and iron oxide and a method for producing reduced iron.SOLUTION: A device 1 for producing reduced iron comprises: oxygen injection tubes 31 and 32 of injecting oxygen; a fuel gas injection tube 33 of injecting a fuel gas; an oxygen fuel burner 3 of producing a reduction gas by burning oxygen and fuel injected from the oxygen injection tubes 31 and 32 and the fuel gas injection tube 33; and a reduction furnace 2 reducing an object 7 to be reduced made of iron oxide or carbon-containing agglomerated ore stored at the inside using the reduction gas. In the method for producing the same, the object 7 to be reduced is reduced, provided that the amount of the oxygen necessary and sufficient for the perfect burning of the fuel gas injected from the fuel gas injection tube 33 is defined as S1 and the amount of the oxygen injected from the oxygen injection tubes 31 and 32 is defined as S2, in a state where the ratio between the oxygen and fuel is controlled so as to satisfy the conditional inequality (1): 1.0≥S2/S2≥0.5.
