The present invention reduces network load between relay devices and a control device, and processing load of the control device, accompanying a broadcast in a centralized network. A control device is provided with: a topology acquisition unit which acquires a topology of a network configured by relay devices to be controlled; a broadcast-use path search unit which, on the basis of the acquired network topology and information for external nodes connected to the network, calculates a broadcast-use path between arbitrary external nodes; a control command generation unit which generates control information for causing relay devices on the calculated broadcast-use path to perform packet transfer along the broadcast-use path; and a communication unit which sets the generated control information for the relay devices on the broadcast-use path.
