PROBLEM TO BE SOLVED: To provide a transmission management system by which an optimal relay device can be selected according to a plurality of independent attributes such as a communication network and areas to which transmission terminals are connected.SOLUTION: A management system 50 selects a relay device in order to establish sessions among a plurality of transmission terminals 10aa to 10ac, 10ba and 10bb, 10ca and 10cb, and 10da and 10db. The management system, when a request source terminal and a destination terminal are determined to have the same first attribute, selects a first relay device from relay devices 30a and 30d; when the request source terminal and the destination terminal are determined not to have the same first attribute and have the same second attribute, selects a second relay device from relay devices 30ab and 30cd; and when both terminals are determined not to have the same second attribute, selects a relay device 30abcd that is a third relay device. |
