PROBLEM TO BE SOLVED: To provide an apparatus controller, an apparatus control system and a program capable of reducing the consumption of resources by the apparatuses without applying a huge burden on engineers.SOLUTION: An acquisition section 122 acquires a piece of information representing the content of operation made by a user for controlling target apparatuses from a load group 2 and stores the information as operation information including the acquisition time in an operation history memory 13. An identification section 123 identifies a kind of the control of the operation information acquired by the acquisition section 122. A determination section 124 counts acquisition count of the operation information for a totalization period of two days or more based on the kind identified by the identification section 123 and time zone and determines whether the acquisition count of the operation information of an identical kind in an identical time zone is larger than a predetermined threshold value. When the determination section 124 determines the acquisition count of the operation information of the identical kind in the identical time zone is larger than the threshold value, a schedule change section 126 changes the control schedule stored in a schedule storage section 14 based on the operation information.
