PROBLEM TO BE SOLVED: To convert a video compression format while suppressing degradation of image quality, even between compression systems where the unit block size of encoding is different before and after conversion.SOLUTION: The video compression format converter includes a prediction method candidate determination unit 212, a unit prediction value generation unit 213, a cost value calculation unit 214, and a prediction method determination unit 215. The prediction method candidate determination unit 212 selects one or more of all prediction methods applicable to a post conversion unit block as prediction method candidates for each post conversion unit block, i.e., a unit block of encoding after conversion. The unit prediction value generation unit 213 and cost value calculation unit 214 determine the application results of a prediction method candidate, for each post conversion unit block. The prediction method determination unit 215 determines a prediction method optimal to the post conversion unit block among the prediction method candidate, based on the results obtained from unit prediction value generation unit 213 and cost value calculation unit 214, for each post conversion unit block. |
