<p>Disclosed are a congestion control method, and a mobility management entity and device. The congestion control method comprises: if receiving a calling request from an MSC/VLR, a mobility management network element in a congestion state returning to the MSC/VLR a calling response message which carries congestion control information, the congestion control information being used for instructing the MSC/VLR to conduct congestion control on the calling request to be sent to the mobility management entity; or when entering the congestion state, the mobility management entity sending to the MSC/VLR related thereto a congestion beginning message, the congestion beginning message being used for instructing the MSC/VLR to conduct congestion control on the calling request to be sent to the mobility management entity. The embodiments of the present invention can reduce the risk of congestion deterioration of a mobility management entity, facilitate the service restoration of the mobility management entity, and ensure that the uplink and downlink services operate smoothly.</p> |
