PROBLEM TO BE SOLVED: To provide a milky liquid cleaning agent for a makeup-remover with a low viscosity, which is excellent in make-up removing, settlement to cotton, use feeling, emulsion stability and the like, and particularly, extremely excellent in emulsion stability under low temperature.SOLUTION: A milky liquid cleaning agent for a makeup-remover contains (A) 1 to 20 mol% of a volatile hydrocarbon oil, (B) less than 1 mol% (including 0 mol%) of a volatile silicone oil, (C) 1 to 8 mol% of a nonionic surfactant having an HLB of 7 to 13, (D) an acrylic polymer and (E) water, and has a viscosity of 1,000 to 10,000 mPa s (B-type viscometer. Rotation frequency: 12 rpm. 30°C). Further, (F) 1 to 10 mol% of a non-volatile silicone oil may be contained. |
