A lift-pull-type packer comprising a main body (10), which has arranged thereon a first engaging part (11), a second engaging part (12), a chute hole (13), and a ratchet (14); a sliding block sleeve (20), which is arranged within the main body and is slidably connected to the main body; an upper connector (30), which is connected to the exterior of the main body; a base-sealing apparatus (40), which is arranged below the upper connector and comprises, sleeved sequentially from top to bottom onto the exterior of the main body, a gauge ring (41), an upper edge retaining ring (42), at least one plastic cylinder (43), and a lower edge retaining ring (44); a retaining apparatus (50), which is sleeved on the exterior of the main body and arranged below the base-sealing apparatus; and a lower connector (60), which is connected to the exterior of the main body and is engaged with a lower gauge ring (56). The lift-pull-type packer is capable of preventing the occurrence of a premature base-sealing phenomenon when a descent process encounters an unexpected blockage or when clearing the blockage.
