PROBLEM TO BE SOLVED: To provide a decoding method capable of maintaining coding efficiency while reducing a processing load.SOLUTION: A decoding method comprises: a step of generating a second motion vector by performing scaling processing on a first motion vector of an adjacent block temporally adjacent to a decoding target block in the case of selectively adding a motion vector of an adjacent block to a list for each of one or more corresponding blocks which are included in a decoding target picture and spatially adjacent to the decoding target block, or are included in a picture differing from the decoding target picture and temporally adjacent to the decoding target block; a step of determining whether or not the magnitude of the second motion vector is within a predetermined fixed range; and a step of adding the second motion vector to the list when it is determined that the magnitude of the second motion vector is within the predetermined fixed range. |
