PROBLEM TO BE SOLVED: To achieve a transmitter capable of improving accuracy of satellite positioning.SOLUTION: A cycle adjustment part 114 generates a modified satellite clock error 602 by including a fluctuation amount of a satellite inherent error 603 (for example, a satellite orbit error) transmitted by a space compression encoding part 117 finally and the satellite inherent error 603 during transmission of the modified satellite clock error 602 into the value of the satellite clock error. A positioning device that has received the modified satellite clock error 602 can amend the satellite clock error and satellite inherent error 603 in parallel, enabling satellite positioning to be improved. |
