PROBLEM TO BE SOLVED: To make a management node unnecessary because in a prior art technique, in order to perform low power consumption control in a radio communication network, it is considered that a management node to control a plurality of base stations is necessary, and due to that, it requires costs to manufacture the management node and an arrangement space for the management node.SOLUTION: A base station 1 transmits a control signal to request operation to an adjacent base station 2 via a radio communication network according to reception traffic, and the base station 2 having received the control signal shifts from an idle state to an active state. |
