PROBLEM TO BE SOLVED: To allow a user to consider noise from a cooling section and time required to fully charge a secondary battery to change output in the cooling section.SOLUTION: A charger 1 comprises: a charging section 2 which charges a secondary battery 20; a charging control section 3 which controls output of the charging section 2; a cooling section 4 which cools at least one of the secondary battery 20 and the charging section 2; a cooling control section 5 which controls output of the cooling section 4; a cooling output changing section 6 which changes output of the cooling section 4 on the basis of operation of a user; and an informing section 7. According to the change state of the cooling output changing section 6, the cooling control section 5 changes output of the cooling section 4 and the charging control section 3 changes output of the charging section 2. Time required for fully charging the secondary battery 20 in accordance with output of the cooling section 4 which can be changed in the cooling output changing section 6 is calculated by the charging control section 3, and the calculation result is informed by the informing section 7.
