PROBLEM TO BE SOLVED: To provide a communication control apparatus, a communication system, a communication control method, and a program which can improve user convenience.SOLUTION: The communication control apparatus includes: a receiving section for receiving a protocol message from a first speech terminal that is a portable terminal; a connection destination management table operation section for acquiring a terminal ID corresponding to an object ID which is contained in the received protocol message from a connection destination management table in which a terminal ID of a second speech terminal and the object ID are associated with each other; and a line connection section for connecting the first speech terminal and the second speech terminal having the acquired terminal ID.
