PROBLEM TO BE SOLVED: To efficiently disperse traffic in a cell while suppressing a network load.SOLUTION: A mobile station 10 includes a traffic measuring unit 12, a parameter determination unit 13, a radio wave strength measuring unit 15, and a control unit 16. The traffic measuring unit 12 measures traffic in an in-zone cell. The parameter determination unit 13 determines a condition under which the mobile station moves to another cell on the basis of the traffic measured by the traffic measuring unit 12. The radio wave strength measuring unit 15 measures the radio wave strength in the in-zone cell and the other cell. The control unit 16 performs control to move from the in-zone cell to the other cell if the radio wave strength measured by the radio wave strength measuring unit 15 satisfies the condition determined by the parameter determination unit 13. |
