<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for forming an image, in each of which a delay time until printing is started is shortened on a first print job after a print engine is started. <P>SOLUTION: A controller 4 holds the same current set data 31 as the set data, which are held by the print engine 1 and have a plurality of predetermined set items, and sends only the set data, which have set items different from those of the current set data 31, in the set data specified by the job to the print engine 1 together with a print request command.
