A control information transmission method and an apparatus in a heterogeneous network is provided. The apparatus receives from a terminal, an event report including a cell identifier (ID) of a neighboring cell, when an event in which the intensity of a signal of a serving cell providing a service to the terminal becomes greater than the intensity of the neighboring cell by a certain offset or greater, is triggered. The apparatus also monitors, during a certain trigger time, the wireless connection status with the terminal, and transmits terminal context information to a target base station when the intensity of a signal received by the terminal is weaker than a certain reference value, and a measurement report is not transmitted from the terminal during a certain trigger time. According to the present invention, the RRC connection status can be maintained by successfully performing an RRC connection resetting process, the service can be well provided without disconnection, and disconnection of the service and battery consumption can be prevented.
