PURPOSE: A content transmitting system, a method for the same and a device thereof are provided to minimize unnecessary transmission of content by using a local cache which is arranged in an edge of a mobile network with dispersion when providing content for a terminal through the mobile network. CONSTITUTION: Each of one or more local caches (700) stores a portion or whole of the content. Each of the local caches transmits data of the stored content to a terminal through a wireless access network. A mobile content delivery network (CDN) controller (600) receives a content request from the terminal. The mobile CDN controller confirms a local cache to provide content for the terminal. The mobile CDN controller transmits flow information which is related to the content request to the confirmed cache. The mobile CDN controller controls the local cache in order to transmit the content for the terminal.
