PURPOSE: An image encoding method using a common merge candidate block group and an encoding method thereof are provided to reduce the transmission of additional information by transmitting a movement parameter to the whole of blocks merged with a current block and a candidate block selected from common merge candidate blocks of a list. CONSTITUTION: An encoding device composes a common merge candidate block list including common merge candidate blocks selected from surrounding blocks of a current coding unit divided into a first prediction unit and a second prediction unit. The encoding device selects one or more candidate blocks from the common merge candidate block list to transmit selected candidate block information to each prediction unit by using a decoder.
