A server sets inactive timer range information based on a handover load degree and receives subscriber pattern table information which is generated based on a traffic use pattern from a setting system which is connected to the server if an inactive timer about the terminal is requested from a base station which is connected to the server. The server sets an RRC inactive timer for the terminal, based on the received subscriber pattern table information and the set inactive timer range information.
