Disclosed are apparatus and a method for calculating an electricity load curve of an electricity user by the present invention. The apparatus for calculating an electricity load curve of an electricity user according to the present invention includes: a basic load curve calculation part for calculating a first basic load curve and a second basic load curve on the basis of a basic load pattern of the user and electricity usage information of the user; a maximum load day load curve calculation part for calculating a maximum load day load curve by performing correction in order for monthly maximum load of the user to coincide with electric charge information on the basis of the first basic load curve; an average day load curve calculation part for calculating an average day load curve by performing correction in order for the monthly maximum load of the user to coincide with electric charge information on the basis of the first basic load curve; and a daily load curve calculation part for calculating a daily load curve on the basis of the second load curve.
