The present invention relates to a shock absorber inside a cowl panel for a vehicle and, more specifically, to a shock absorber inside a cowl panel for a vehicle which can easily absorb an impact caused by a collision with a pedestrian's head when an accident occurs. The shock absorber inside a cowl panel for a vehicle which can easily absorb shock energy due to a collision with a pedestrian's head when an accident occurs comprises: a fixed stand which is mounted on and fixed to a cowl lower panel; and a support for rigidity enhancement and shock energy absorption whose top supports and is fixed to the bottom of a cowl top panel and whose lower part is connected to the fixed stand to be able to rotate by a hinge. As a result, the shock absorber inside a cowl panel for a vehicle has a function of improving support rigidity between the cowl top panel and the cowl lower panel, and can easily absorb shock energy due to a collision with a pedestrian's head when an accident occurs.
