The present invention relates to a system and a method of producing a mobile part program for a machine tool which enables a worker to easily produce the part program in the field without a scanner by extracting a processing feature from a drawing picture taken a photograph by a mobile camera device. The system comprises: a program management module for managing the produced part program and a process file; a process management module in which material processing information, such as materials to be processed and a starting point is inputted by the worker; a processing input module for inputting set values required for each process, such as a utility tool, a processing start point, a processing end point, a radius correction method, the selection of rough and finish processes, and others; a feature producing module for classifying feature lines, additional dimension lines, sizes, and characters after the inputted feature to be processed is image-processed, calculating the feature line with minimum error based on the user processing feature, and extracting the sizes of the feature lines after dividing the feature lines; a part program producing module for producing the part program based on the process inputted by the worker and the extracted feature; and a simulation process module for simulating the process with the produced part program.
