The present invention relates to a carbon dioxide separating and collecting device and a carbon dioxide separating method, more specifically, to a carbon dioxide separating device and a method which passes byproduct gas through the separators formed of porous polymer silicon films coated with nanoceramic powder; and selectively separates carbon dioxide using the negative pressure difference and the carbon dioxide concentration difference between the inside of the separators flowing the byproduct gas and the outside of the separators collecting carbon dioxide.
