PROBLEM TO BE SOLVED: To provide a vibration damping device which has more excellent damping performance against vibration varying in a wide range of frequencies and is not affected by a direction of vibration, and to provide an erect member with excellent vibration damping characteristics.SOLUTION: A vibration damping device includes a bag body damper in which one or a plurality of bag bodies enclosing liquid inside and having flexibility are accommodated so as to be movable in a container. At least one of the bag bodies is a liquid enclosed large bag body enclosing one or a plurality of liquid enclosed small bag bodies each enclosing liquid in a bag smaller in size than the bag body and having flexibility. An erect member has the vibration damping device attached to the erect member.
